Mosquito Rep Tournament Format

Each team will play three games.

Home and away teams will be decided by a coin toss with the team that has travelled the furthest making the call. 

Placement within each division will be determined by the teams’ accumulated points after playing their three games, with the highest point team being placed first and so on.

Division 1 first place team will play Division 1 second place team in the first Semi-Final and the Division 2 first place team will play the Division 2 second place team in the second semi-final.

The winners of these games will move forward to the Championship final

Scoring will be 2 points for a win, 1 point for a tie and 0 points for a loss.

Team Arrival

Teams must be at the respective diamond on hour before their game commences for the coin toss.  Line up cards are to be presented to the convener at least thirty minutes prior to the start of the game.

Games will commence promptly on time as per schedule.  Barring extenuating circumstances any team unable to field nine eligible players within fifteen minutes of the scheduled starting time will forfeit.

Rules

The OBA tournament rules for 2022, the constitution of the OBA and the official rules of baseball shall govern this tournament.

A courtesy runner for the catcher is not allowed.  Players must be legally substituted as per the Official Rules of Baseball and the Baseball Ontario re-entry rule.

Game Length

Round robin games can end in a tie.

No new inning will start after one hour thirty minutes or if seven innings have been completed whichever is the shortest.  This rule will apply in all games, except in the championship game where no time limit applies.  The starting time as indicated by the plate umpire (at the first pitch) will be recorded by the official scorekeeper on the score sheet.

Port Dover will provide official score keepers at the Misner diamond.  At the Kinsmen diamond the home team will pitch count for both teams and the away team will score.

For all 10U/11U play

In games where a time limit is in effect, if the last out of a previous inning is made with 10 minutes or less before the curfew, the umpire shall declare it the last inning and the eight-run maximum shall apply.

If however the last inning becomes the last inning due to a long inning (ie: the 5th inning starts with 40 minutes remaining in the curfew but the inning goes over an hour), it will be played as if any other inning and the four-run maximum shall apply.

Pitching Rules

OBA pitching rules apply as per the OBA Pitch Count Rules P2.10.

Pitch Counts of the Official Pitch Counter will be the only numbers used by the Umpires during a game regardless of any counts any coach or spectator may have.  No appeal or protest of the numbers recorded will be permitted.

It is recommended that coaches check the Pitch Count of a pitcher as recorded by the Official Pitch Counter at the conclusion of each inning.

Home and away Coaches shall sign the Official Game Sheet immediately following the conclusion of the game in front of the Convener (at the pavilion), at which time pitch counts of the Official Pitch Counter will be agreed.

At this point the Head Coach of the Home team will submit the pitch counts on to the pitch count app in the presence of the convener and the away team Head Coach will verify. The Pitch Count ID Number from the Submitted Game will be provided to the Convener at that time.

In the event of any discrepancies in the number the Pitch Counts of the Official Pitch Counter shall stand.

In the event a coach fails to sign the Game Sheet, the Pitch Counts recorded will be official and no appeal or protest of the numbers will be allowed at a later time.

Mercy Rule and Game Suspended Rule

The mercy rule will be in accordance with the OBA rules.   18 after 3, 15 and 4 and 10 after 5 and any innings thereafter.

A game shall be official if curfew is reached and the home team is leading after 3 ½ innings or the visitors are leading after 4 complete innings.   Curfew time at the diamonds is 11.00 pm.

If 4 innings has been completed and the game is suspended then it will be considered official. In the event that the game is suspended prior to curfew and prior to 4 innings being completed then the game shall be resumed from the point of suspension.  The defensive team must resume their exact positions on the field.  The count, if any, on the batter will be unchanged and the batting order must be the same upon resumption of the suspended game. If the home team is batting and leading or scores the winning run when curfew is reached, the game will end immediately and be considered official at that point and the score and offensive and defensive innings recorded at that time (full innings will be assigned to the offensive and defensive teams). 

Pre-Game Infield Practice

Infield practice will not be permitted before the start of any game and no player will be allowed on the infield until the defensive team takes their normal positions for the first inning.  Teams are asked to vacate the playing field and benches as soon as possible following their game.

Attire

Baseball coaches must be in proper attire.  Absolutely no shorts will be allowed.  A team shirt, team pants and hat must be worn and all shirts are to display a team number.

Tie Break Formulas

OBA Rule

7.4a

Where tie breaking rules are required, the following tie breaking rules will be used for each placement independently:

i)                  Teams with a forfeit loss are ineligible for tiebreakers

ii)                Head to head record among tied teams:

iii)               Team with the smallest runs against ratio (Runs allowed divided by the number of defensive  innings played) in games among tied teams.

iv)               Team with the smallest runs against ratio (Runs allowed divided by the number of defensive innings played) in all games.

v)                Team with the highest runs for ratio (Runs scored divided by the number of offensive innings played) in games among tied teams.

vi)               Team with the highest runs for ratio (Runs scored divided by the number of offensive innings played) in all games.

vi)    Coin Toss.

7.4b      

When there are 3 or more teams tied, the tiebreakers will exclude RP7.4)a)(ii). 

After the winner of that tiebreaker is determined, the tiebreakers will continue, if necessary, excluding RP7.4(a)(ii) as long as there are 3 or more teams tied.  When only 2 teams remain the tiebreaker will start at RP7.4(a)(i)

ALL TIEBREAKER GAMES WILL BE OF 1HOUR AND 30 MINUTES (1:30) DURATION WITH NO EXTRA INNINGS COMMENCING AFTER THIS TIME.

Rain Delays

In the event of rain or delays due to rain, do not leave the park without conversing with the Convener for new playing times.

Protests

All protests will be decided by the tournament Convener at the time of the protest.  Protests will be resolved on the field by the Protest Committee.  To file a protest a fee of $50 must be paid t o the Protect Committee prior to being heard.  The time limit will stop at the time of the protest and will begin when it is resolved.

Forfeited Game

In the event of a game being forfeited during round robin play a score of 7-0 will be recorded with 1 run being awarded per inning to the winning team.

Player Coach Behaviour

A player or coach ejected for any reason other than the contact rule is considered to be ejected from the remainder of the tournament.  If a player is ejected due to the contact rule, the tournament Convener will determine if the player will be allowed to continue after a one game suspension.   If ejected before the completion of the third inning, then that game will be considered the game suspension.

Head Coaches will be responsible for the conduct of their coaches, players and players’ parents both on and off the field.

Umpires

The umpires decision is final.  There will be no protest of judgement calls by the umpire(s). 

Abuse of umpires will not be tolerated in this tournament.  We have gone to considerable length to ensure that teams play three games and this makes for long days for the umpires.  We ask you for your support of our officials.  Major abuse will be reported to the Associations concerned.

Trophies

There will be medals for the finalists and winners together with a Championship Trophy for the overall winners.

Injuries/Damages/Losses

PDMBA will not take responsibility for any injuries, to anyone during the tournament or for damages or losses.

Direction to the Parks

Misner Diamond from the West:   Turn right at the traffic lights at NO Frills and turn left at the first stop sign the park is ahead of you.

Misner Diamond from the East:  Drive through town via Main Street.  At the traffic lights at NO Frills turn left.  At the stop sign turn left again.

Kinsmen A from the West:  Drive through town via Main Street (Highway 6) to the lights at the junction with Walker Street. Turn left and follow Highway 6 over lift bridge and up the hill. Continue on Highway 6 until you reach the junction on your left with Donjon BLVD. At this point the diamond entrance will be on your right just ahead.

Kinsmen A from the East:  Enter Port Dover on Highway 6. You will see the entrance to the diamond on your left just short of the junction with Donjon BLVD.
