13U Rep Tournament Format

Each team will play three games.  Home and away teams will be decided by a coin toss with the team that has travelled the furthest making the call.  In the semi and final games the team with the highest points will be the home team.

Placement within each division will be determined by the teams accumulated points after playing their 3 games, with the highest point team being placed first and so on. Any ties between teams will be determined by use of the Tie-break section of the rules.

Scoring will be 2 points for a win, 1 point for a tie and 0 points for a loss.

Team Arrival

Teams must be at the respective diamond one hour before their game commences for the coin toss.  Line up cards are to be presented to the convenor at least fifteen minutes prior to the start of the game.

Rules

The OBA tournament rules for 2026, the constitution of the OBA and the official rules of baseball shall govern this tournament.

Game Length

A full game will be for 1.45 minutes.  Round robin games can end in a tie.

No new inning will start after one hour forty-five minutes.  This rule will apply in all games, except in the championship game where no time limit applies.  The starting time as indicated by the plate umpire (at the first pitch) will be recorded by the official scorekeeper on the score sheet.

Port Dover will provide official score keepers and pitch counters at the Misner diamond.  At the Kinsmen diamond the home team will score and the away team will record the pitch count.

The home team will be decided on the toss of a coin.  The team travelling the furthest will call the toss.  Records of mileage travelled for each team will be at the diamond.

Mercy Rule and Game Suspended Rule

The mercy rule will be in accordance with the OBA rules.   18 after 3, 15 after 4 and 10 after 5 and any innings thereafter.

A game shall be official if curfew is reached and the home team is leading after 3 ½ innings or the visitors are leading after 4 complete innings.   Curfew time at the diamonds is 11.00 pm.

If 4 innings have been completed and the game is suspended then it will be considered official. If the game is suspended prior to curfew and prior to 4 innings being completed then the game shall be resumed from the point of suspension.  The defensive team must resume their exact positions on the field.  The count, if any, on the batter will be unchanged and the batting order must be the same upon resumption of the suspended game. If the home team is batting and leading or scores the winning run when curfew is reached, the game will end immediately and be considered official at that point and the score, and offensive and defensive innings recorded at that time (full innings will be assigned to the offensive and defensive teams). 

Pitching Rules

OBA pitching rules apply as per the 13U division.

Pitch Counts of the Official Pitch Counter will be the only numbers used by the Umpires during a game regardless of any counts any coach or spectator may have. No appeal or protest of the numbers recorded will be permitted.

It is recommended that coaches check the Pitch Count of a pitcher as recorded by the Official Pitch Counter at the conclusion of each inning.

Home and away Coaches shall sign the Official Game Sheet immediately following the conclusion of the game in front of the Convenor (at the pavilion), at which time pitch counts of the Official Pitch Counter will be agreed.

At this point the Head Coach of the Home team will submit the pitch counts on to the pitch count app in the presence of the convenor and the away team Head Coach will verify. The Pitch Count ID number from the submitted game will be provided to the Convenor at this time.

In the event of any discrepancies in the number of the Pitch Counts, the counts of the Official Pitch Counter shall stand.

In the event a coach fails to sign the Game Sheet, the Pitch Counts recorded will be official and no appeal or protest of the numbers will be allowed at a later time.

Pre-Game Infield Practice

Infield practice will not be permitted before the start of any game and no player will be allowed on the infield until the defensive team takes their normal positions for the first inning.  Teams are asked to vacate the playing field and benches as soon as possible following their game.

Attire

Baseball coaches must be in proper attire.  Absolutely no shorts will be allowed.  A team shirt and hat must be worn, matching pants and all shirts are to display a team number.

RP 7.3 OBA Tie Break Rules
 

A)   Where tie-breaking rules are required, the following tie-breaking rules will be used for each placement independently:

    1. Teams with a forfeit loss are ineligible for tie-breakers
    2. Head-to-head record among tied teams;
    3. Team with the smallest runs against ratio (runs allowed / number of defensive innings played) in games among tied teams;
    4. Team with the smallest runs against ratio (runs allowed / number of defensive innings played) in all games;
    5. Team with the highest runs for ratio (runs scored / number of offensive innings played) in games among tied teams;
    6. Team with the highest runs for ratio (runs scored / number of offensive innings played) in all games;
    7. Coin toss

      B) When there are 3 or more teams tied, the tie-breakers will exclude RP7.3(a)(2).  After the winner of that tie-breaker is determined, the tie-breakers will continue, if necessary, excluding RP7.3(a)(2) as long as there are 3 or more teams tied.  When only 2 teams remain, the tie-breaker will start at RP7.3(a)(1).

    ALL TIEBREAKER GAMES WILL BE OF 1HOUR AND 30 MINUTES (1:30) DURATION

    WITH NO EXTRA INNINGS COMMENCING AFTER THIS TIME

    Rain Delays

    In the event of rain or delays due to rain, do not leave the park without conversing with the Convener for new playing times.

    Protests

    All protests will be decided by the tournament Convener at the time of the protest.  No protests will be entertained on judgement calls on or after the completion of the game.

    Player Coach Behaviour

    A player or coach ejected for any reason other than the contact rule is considered to be ejected from the remainder of the tournament.  If a player is ejected due to the contact rule, the tournament Convener will determine if the player will be allowed to continue after a one game suspension.
